‘Pen-and Tool-Down’ strike in Arunachal Pradesh

Thousands of State Government employees in Arunachal Pradesh have openly defied the State Government’s warning by participating in the ‘pen-and tool-down’ strike launched by the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) crippling normal office business. The Government employees led by the (CoSAAP) began their strike demanding the implementation of the 7th Central Pay Commission (CPC) for State Government employees in the State.

The method of strike involves ‘going to office’, ‘marking attendance’, but ‘not working’.

Apart from implementing the 7th pay commission, the CoSAAP demands various allowances like House Rent Allowance (HRA), New Travelling Allowance (TA), Dearness Allowance (DA), Tough Location Allowance (TLA), immediate restoration of All India Medical Attendance Rule and No Objection Certificate (NOC) system to be implemented to all the citizens.

The agitation was in three phases which include two days of pen and tool down strike starting from 6th to 8th October and the second phase took place on October 23th to 26th. The Association threatened to go on for an indefinite strike if the demands are not met which will be its third phase on 8th November.

While condemning the Government, CoSAAP President Pate Marik said that “if at all the stakeholders and general people are deprived of their entitled services and other inconveniences during the protest, the responsibility of that solely lies on the adamant State Government”.
