 PLASTIC A NECESSITY   

Meghalaya  has  the  distinction  in  the  whole  of  NorthEast  India  having  plastic  coated  roads.  This  technology  has  been  applied  in  the  Nongkynjeng  road  in  West  Khasi  Hills.  The  technology  is  now  being   applied  in  road  building  in  the  southern  states  of  the  country in  Tamilnadu  and  Karnataka.  It is the discovery of Rajagopalan Vasudevan, a chemistry professor in  Madurai.   The  trick  is  to  use  plastic  shredded waste  and  heated  up  with  bitumen.  According  to  the  World  Economic  Forum,  plastic  roads  are  more  durable, especially  in  changing  weather  like  floods,  extreme  cold  and   hot  weather  conditions.   Such  roads  would  have  no  cracks,  potholes  or  craters,   such  roads    are  strong  and  maintenance  free.  Plastic  has  therefore  become  a  necessary  item  in  the  making   of  roads  like  polythene  carry  bags, plastic  cups,  chips  packets.  For one kilometer of road  460  kilogram  of  plastic waste  is  needed at  the  cost  of  rupees  lakhs.

FREE LANCE MEMBERS

Two  members  of  the  Assembly  said that  they  are  not  taking  sides, either  with  the  ruling  or  the  opposition but  would  maintain  a  watchful  eye. Independent  legislature S K. Sunn  of  Mawphlang  and  Adelbert  Nongrum  of  Mawkhar  constituency,  the  lone  Khun  Hynniewtrep  National  Awakening  Movement  KHNAM.  S.K.  Sunn  has  declared  that  he  is  a  free  member  and  make  use   of  the  freedom  of  speech,  yet  would  always  function  for  the  interests  of  the  people   not   only   of  his  constituency  but  also  for  the  greater  interests  of  the  population  of  the  whole  state.   In  the  election  of  the  Speaker,  Sunn  had  however   voted  for  Donkupar  Roy,  as  he  believe  that  the  Speaker  is   a  capable  person. Adelbert  Nongrum,  also  said  that  he  would  maintain  a  balance  outlook. Although he occupy  the  opposition  bench. Adelbert  was  not  present  in  the  House,  during  the  election    of  the  Speaker. This  is  possibly  the  first  time  in  the  history  of  the  Meghalaya having  free  lance  members.    KHNAM   member  had  been  given  a   special    treatment,  as  he  has  now  been  allotted  a   seat  in  between  the  ruling  and  opposition  benches.

SPOKES WITHIN THE WHEEL 

The  Meghalaya  Democratic  Alliance  Government,  the  coming  together  of  national  and  regional    parties  to  keep  at  bay,  the   Congress  dominance  for  so  long has become  a  democratic  reality .  Yet  the  grouping  together  is  not  enough  as  everyone  tend  to  think  to go  about  doing  to  each  his  own ,  having  separate  programmes  and  policies.   All  these  parties  have  their  own  policies  and  priorities  but  there  should  be  a  basic  ground  working  foundation.  These  parties  have  their  own    spokes  which  however  should  be  within  a  single  wheel.   This  is  what  being  called  a cohesive  approach  and  functioning  of  the  Government.    There  has  to  be  a  give  and  take,  the  balancing   factor  being  important.  However,  there  would  be  no  problems  in  common  subjects  and  priorities towards implementation and execution of Government  decisions.  What needed  is  the  commonality  and  complementary  approach  of  the  Government’s  plans  and  programmes.

BANGLA PERMIT 

A  controversy  has   cropped  up,  when  Chief  Minister  Conrad  Sangma  has  come  up  with  an  idea  of  issuing  ‘work  permit’  for  citizens  of  neighbouring  Bangladesh,  which  is  somewhat  a  contrast   to the  demand  of  the  inner-line-permit,  restricting  people  to  come  into  the  state.  Conrad  has  caught  up  with  the  idea  that  countries  like  the  United  States, United  Kingdom, Dubai,   people  from  India  can  enter,  work  but  cannot  stay  or  become a  citizen.  This  has  however  become  a  tricky  question,  where  even  check-gates  along  national  highways  passing  through  the  state  have  failed  to  check  actual  illegal  infiltration. The  result  of  ‘work  permits’, would  open  a  flood  gate  of  ‘work  permit’  seekers,  who  would  melt  themselves  with  the  local  population, thus  creating  another  problem  of  citizenship  identification.  During  the  budget  session,  the  opposition  Congress  had  staged  a  walk  out,  being  the  first  time  in  the  new  assembly over  the  issue.

LEAD   PARTY  IN  GOVERNMENT

The  party  having  most  numbers  in   the  legislative  assembly  heads  the  Government,  whether  it  is  a  single  party  government  or  a coalition.  This  is  obvious.  Yet  the   Congress  opposition  leader, former   Chief  Minister  Mukul  Sangma,   does  not  seem  to  be  sure.  Mukul  had  raked  up  a  question,  whether  the  Bharatiya  Janata  Party  (BJP)  or  the  National  Peoples  Party  (NPP), is  heading  the  present  new  government, which  is  having  a  comfortable  majority  in  the  house  of  60,   having  an  alliance  with  other   like  minded  regional  parties.  It  is  therefore  a  simple  answer,  which  needs  no  subtraction,   or  probable  addition.  After  all , the  number  game,  is  the  choice  of  the  majority  voters  in  the  state,   who  have  clearly  voted  the  NPP  as  the  lead  party  in  the  Meghalaya  Democratic  Alliance  Government.  So  there  should  be  no  confusion  on  the  matter.  The  Speaker  had  intervened,   disallowing  discussion  on  the  matter   which  was  irrelevant   in  the  House,  which  at  that  time  was  taking  a  Confidence  motion  on  the  Government,  winning  by  a  voice  vote.

ORPHAN ROADS

In  the  face  of  the  Centre’s  decision    for  initiation  of  “orphan  roads”,  the  State  Government  has   failed   to  implement  ten  major  road  projects    in  state  and  national  highways,  though  these  roads  were  in  a  planning  process  for  a  long  time,  this  is  the  report  of  the  National  Highway  Infrastructure  Development  Corporation  Limited.  612  kilometers  of  roads   are just  lying  without  any  work  done,  a  wastage  of  Rs.  8,820 crore. Now  that  the  “open  road”  scheme  is  in  the  offing  for  developing  roads  between  two  states  of  the  North  Eastern  Region, the  Meghalaya  Government   should  not  lack  behind  in  taking  the  opportunity  to  be  part  of  this 1,000 crore  scheme  for  the  North  East.

ABOUT   TOPPLING   GAMES

The  Speaker  of  the  Meghalaya   Democratic  Alliance   Government,    Don Kupar  Roy,  did  not  mince words when   he  categorically  stated,   that  the  Chair  of  the  Speaker  is  not  misused  in  toppling  games.  Elected  as  Speaker  for  the  first  time  in  his  30  years  of  political  career   holding  posts  as   Chief    Minister,  Deputy  Chief  Minister, leader  of  opposition,  Roy  hails  from  Shella  bordering    Bangladesh.   The  Chair  is  mostly  occupied  by  a  person who  is  not  wanted  around,  something  like   a spare  part  but  Roy  has  asserted  that   the  Chair  is  the  most  responsible  office  in  any   legislative  assembly,  making  the  debates  meaningful  and  purposeful.  Both  the  ruling  and  the   opposition,  have  to  abide  by  the  decision  of  the  Chair.  The  Speaker  therefore  cannot  be  used  as  a   tool  of  toppling  games.  The  present  Speaker  had  been  a victim  of  such  a  game  used  by  the   Congress  party  in  1991.  The  Speaker  had  also  made  clear   that he  would  make  a  fair  and  free  functioning  in  the  House ,   towards  both  the  ruling  and opposition  members  and  that  he  would  maintain    stability  in  all  respects.

HISTORIC FUNDING 

There   has  always  been  a  hitch  in  the  implementation  of  central sponsored  schemes  in  the  state   and  also  of  the  region.  The  reason  being  that  states  do  not  submit  in  the  stipulated  time  for  accounts,  pertaining  to  the  schemes,  which  lead  to  delay  in  the  payment  involved.   The  Union  Government had  however  decided,  that  100  per  cent  fund  for  development  projects  would  be  given  to  such  schemes,  unlike  90  per  cent  earlier.  The  Union  Minister  of  State  for Development  of North  Eastern  Region  (DONER),  Jitendra  Singh  has  described  this  decision  as   historic.  It  is  now  for  the  state  to  earnestly  follow  up  in  taking  advantage  of  central schemes  right  from  the  implementation  stage with  no  more  excuses  for  delays.  What  the  Centre  need  is  providing  accounts  at  the  earliest  to  get  the  transformational  results.
