GSI condemns the assault on its officers

Geological Survey of India (GSI) condemns the assault on its officers and damage to government properties on 20th September 2019 while they were carrying out detailed mapping for Bauxite (an ore for aluminum) in the Mawiawtep village near Rambrai, West Khasi Hills District, Meghalaya.

Two senior scientists Shri Sushant Layek, Sr. Geologist & Shri Suhrit Pramanik, Sr. Geologist along with Shri B. Lyngdoh, Sr. Surveyor of Geological Survey of India, Northeastern Region (GSI NER) and a contractual driver, were attacked and beaten severely by four unidentified persons. The attackers also burn the Government vehicle was burnt and other instruments like Total Station, compass. The field party established its camp at Rambrai and the field work was initiated only after obtaining approval from the Syiemship and village headmen and formal intimation to the district administration as per the customary practice followed in the state of Meghalaya.

 

After the incidence, all possible efforts were made to evacuate injured officers from the field area with the help of the Superintendent of Police, Nongstoin and local villagers. A formal FIR was registered after the medical check-up of the officers at Civil Hospital, Nongstoin. Considering the seriousness of injuries sustained by the officers (injuries in head, arms and legs) the officers have been shifted to Shillong during the night itself and one of the officers has been hospitalized with severe injuries in Woodlands hospital, Shillong. The other officer has sustained injuries in head and other parts of the body. Both the officers have been advised to go for detailed medical examination. GSI is a department of Govt. of India and works for the identification of presence and prospecting of mineral resources only (except Uranium and other radioactive minerals), it never involves in any kind of exploitation and mining activities which is the sole prerogative of the State Government. GSI also carry out works related to the societal issues particularly landslide studies, geotechnical investigations for communication and hydroelectric projects besides research works on paleontology, petrology, earthquake geology etc. The officers from state governments are also regularly being trained by GSI for capacity building. Besides, GSI conducts free trainings for the students of colleges and universities. The incident has definitely put a question mark on the safety of the Government officers who are working for benefit of the people of the state. GSI strongly condemn such acts of violence that victimized its field officers and demand action against the perpetrators. It also requests the press fraternity to publish news regarding GSI activities after verification from the GSI office. GSI has temporarily suspended its work in that area until normalcy prevails.

Health Minister inaugurates Pynthorbah Health and Wellness Centre

Minister for Health and Family Welfare Government of Meghalaya, Shri A L Hek inaugurated the newly upgraded Pynthorbah Health and Wellness Centre at Pynthorbah, Shillong. Pynthorbah Urban Public Health Centre is the first amongst the UPHC in East Khasi Hills District to be upgraded to Health and Wellness Centre.

 

The Minister said that Health and Wellness Centre is one of the components of Ayushman Bharat or Healthy India that cover prevention promotion and ambulatory care at primary level. He said that these facilities can provide comprehensive treatment and services that can ensure maximum benefit to every citizen. He added that that the health department’s mission is to reach out to the last mile to ensure that every individual avail the benefits of the health schemes of the Central and State Government.

 

With health being a core issue of concern for the government, the implementation of the Meghalaya Health Insurance Scheme is testimony to the government’s commitment to ensure health for its citizens, said the Minister. He added that with the implementation of Pradhan Mantri Jan Arogya Yojana (PM-JAY) with MHIS in Meghalaya as a universal Health insurance scheme, its success and affordability rests substantially on the effectiveness of provision of Comprehensive Primary Health Care through Health & Wellness Centers. He urged upon the Doctors, Nurses, ASHAs and Anganwadi workers to work with dedication to see that this programme achieve its purpose. He also called upon the Rangbah Shnongs, Seng Longkmie and Seng Samla to shoulder the responsibility to carry the message to every nook and corner of the area and to cooperate with health workers in implementing this scheme.

 

The Joint Director of Health Services (MCH & FW) cum Nodal Officer, NPCDCS & HWC, Meghalaya, Dr. M Marbaniang said that the State has implemented the Comprehensive Primary Health Care Programme in 5 districts of the state i.e East Khasi Hills, West Khasi Hills, West Garo Hills, West Jaintia Hills & Ri Bhoi District with the objective of upgrading the Existing PHCs & Sub Centers to Health & Wellness Center to provide comprehensive primary health care closest to the community. This exercise of upgrading PHCs & Sub Centers to Health & Wellness Center by the state is currently done in a phased manner with the aim to upgrade maximum facilities as Health & Wellness Center by 2022.

Training programme on the Role of Prosecution in Criminal Justice System

A One day training programme on the "Role of Prosecution in Criminal Justice System"  organized by the Meghalaya State Judicial Academy (MSJA) was organised today at the Conference hall, High Court of Meghalaya, Shillong.

The programme was attended by the Judicial Officers, Public Prosecutors, Assistant Public Prosecutor and Doctors from across the State.

Director of Meghalaya State Judicial Academy (MSJA)  Smti M. B. Challam in her welcome address highlighted the role and responsibilities of the public prosecutors. Besides protecting the interest of the victim, Smti Challam reminds the participants about the aim of the public prosecutors is to protect the interest of the government.

The topics for the day long programme are Pre-trial stage, arrest, remand, bail, filing of charge sheet and presenting of prosecution case, Post trial stage - appreciation of evidence and Medical Jurisprudence. The resource persons for the programme include Shri K. Prasad, Additional SP, Ri Bhoi District, Smti Yorika Shylla, Advocate, Dr. M. Sangma, MD, Forensic Medicine, Junior Specialist, Office of DMHO, East Khasi Hills and Smti C. Rymbai, Advocate.

CoMSO to go ahead with agitation against Government

 

 

The Confederation of Meghalaya Social Organizations (CoMSO) has decided to launch agitations against the state government’s failure to implement the Inner Line Permit (ILP) system to check influx and illegal immigration into the state.

 

Speaking after a meeting with Chief Minister Conrad K Sangma, CoMSO Chairman and Hynniewtrep Youth Council (HYC) President, Robertjune Kharjahrin said ILP is the only mechanism to tackle influx in the State especially after the statement made by the Union Home Minister, Amit Shah that the Centre would soon implement the Citizenship Amendment Bill (CAB) as well as the publication of the Assam’s NRC list.

 

He said the group of organizations have from time to time met and submitted suggestions to the state government through the chief minister and deputy chief minister on the need for strong law to protect the identity and interest of the indigenous people in the state. The Chairman said that CoMSO have been demanding the Government to implement the ILP by way of bringing amendment to the Meghalaya Residents Safety Security Act (MRSSA), 2016 but the government is not even ready to discuss the Bill in the Assembly.

Mawphlang Labour Union concern over growing of illegal labourers

The Mawphlang Labour Union today laid out certain guideline for Non-Tribal Companies and Contractors functioning in Mawphlang area.

Speaking during the press conference General Secretary Rickson Nongseij said that after the Government of Assam release the NRC many labourers have come to Meghalaya to seek employment especially in Mawphlang area. Till date the Union has detected over 30 illegal immigrants who are working in construction sites without valid NRC documents. Therefore the Union has seek support from both District Council and Police Department to check the growing of illegal labourer in the area.

Meanwhil Khamborlang who is the Sport Secretary said that Company and Contractor from outside the State who took project in the region should first and foremost employ only local youths. He also said that Company should obtain up to date ‘Trading license’ from the District Council and also ‘NOC; from the Hima and will have to submit all up to date certificates to the Office of the ‘Labour Union’ in Mawphlang. Besides the guidelines the Union will conduct checking on daily basis.

The Union also urged local contractor to refrain from employing non tribal.

 Ayushman Bharat Fortnight kicked off in Meghalaya

Minister for Health and Family Welfare, Meghalaya, Shri A. L Hek today kicked off the Ayushman Bharat Fortnight at Moreau Institute for Integral Training (MIIT), Cleve Colony, Shillong in the presence of Meghalaya State Commission for Protection of Child Rights Chairperson Smti Meena Kharkongor as Guest of Honour, Shri P. Bakshi Secretary Health & Family Welfare and MD NHM & CEO MHIS, Government of Meghalaya, East Khasi Hills Deputy Commissioner and Directors of Health Services Smti. M. War Nongbri, and Dr. N. K Bhattacharjee, President, of Heart Care Society, Assam.

The objective of this fortnight is to increase awareness about Ayushman Bharat and reach out to the beneficiaries with information about availing the services. The thematic approach will essentially cover both the pillars of Ayushman Bharat schemes i.e. Pradhan Mantri Jan Arogya Yaoga (PM-JAY) as well as Pradhan Mantri Health & Wellness Centers. In February 2018, the Government of India announced that 1, 50,000 Health & Wellness Centres would be created by transforming existing Sub Health Centres and Primary Health Centres to deliver Comprehensive Primary Health Care and declared this as one of the two components of Ayushman Bharat

In his speech, the Minister said that the flagship health insurance programme of the Government of India will ensure that every citizen benefit from the scheme. He said that health is a core issue of concern for the government, and the department has left no stone unturned to implement this scheme in letter and spirit. He called upon the health workers to take this programme forward and guarantee ‘Health for All’ to each and every citizen.

Smti Kharkongor, in her speech, touched on the very important aspect of health care of the under privileged children in rural areas where she said that these children are greatly affected due to lack of information about the various health schemes of both the Central and State Government.  She expressed gratitude to the Government for taking the initiatives to increase equity in the health services delivery in the area of child health which include, targeting of rural population especially the disadvantaged groups as the primary beneficiary with special focus on women and children. She expressed hope that the dynamic team of health workers will ensure that this programme touch the last mile.

Shri Bakshi in his speech said Ayushman Bharat is the largest government funded programme of the Government and the Government of India has set a target of setting up 1.5 lakh Health & Wellness Centres by 2022. He said that this insurance scheme will reduce out of pocket expenditure and catastrophic health expenditure of the patients. Shri Bakshi also informed that till date there are 42 Health and Wellness Centres in the State and hoped that by the year 2022, Meghalaya will achieve the targeted 207 number of Centres.

Smti War Nongbri, in her speech said that Ayushman Bharat gives us an opportunity to contribute more to health and wellness of the citizens and PMJAY-MHIS assures the citizens to know more about the health schemes. She said that East Khasi Hills District has only 51% enrolment in MHIS Stage IV and called for a strong mechanism to ensure that each and every citizen is not denied of the benefit of this health scheme.

Ayushman Bharat or “Healthy India”, a national initiative was launched in 2018 as recommended by the National Health Policy 2017, to achieve the vision of Universal Health Coverage. It comprises of two inter-related components–Establishment of Health and Wellness Centres (HWC) - that cover prevention promotion and ambulatory care at primary level, and Pradhan Mantri Jan Arogya Yojana (PM-JAY) - for cashless treatment at secondary and tertiary level. The objective of this initiative is to increase and ensure the awareness to availing the services from Health and Wellness Centres, PM-JAY and MHIS. It will also be emphasizing during the fortnight, the enrolment of all families under MHIS to enable them to get benefits from the scheme.
