Achievers Award 2013 For Activist

his service were Officer-in-Charge of the Collectorate and SDO Sadar Thesil (Deoria District), Additional District Magistrate of Pithoragarh District, Regional Food Controller in Kumoun Region, District Magistrate of Banda District where he supervised and co-ordinated relief work during the worst drought to ever hit the region and remained there from 1978-1982, he was the Managing Director of the UP Cooperative Spinning Mills Federation and was also the Chief Project Officer, under the Central Silk Board, Govt of India for Muga Silk-Seed Development for North East India. After holding all these various positions under these IAS he resigned from active service in 1986 on personal grounds.

 In 1990, Mr. Blah became a member of the Meghalaya State Planning Board, which is primarily responsible for coordinating and supervising all developmental activities of the Government within the state of Meghalaya.  From 1994 onwards, he was appointed as Chairman of the Meghalaya Economic Development Council (MEDC) Working Group. He was also a founder member of the Meghalaya Adventurers Association (MAA), an adventure association that is mainly responsible for the discovery, exploration, mapping and documentation of more than 300 caves in Meghalaya. His experience in development is also commendable as in between the years of 1998-2002 he joined the North Eastern Region Community Resource Management Project (NERCRMP) as a Programme Coordinator and Developmental Strategist. The NERCRMP was a Joint Developmental Project of IFAD and Govt of India. This was the first International Development of Meghalaya and the First Participatory Natural Resource based Rural Developmental Project for North East India. The Project is currently being implemented in the 6 districts of three states in the North East.

He is currently the President of the Society for Informed, Conscious and Responsible Existence (ICARE), which is in collaboration with the Martin Luther Christian University to carry out a UNDP/RIPP Community Dialogue survey on climatic change in one of the Blocks in Meghalaya. Apart from this he is an Adviser to Martin Luther Christian University, Shillong and is also spearheading the Civil Society Campaign on cleaning the two rivers of Shillong, the Wahumkhrah and the Umshyrpi. He was also appointed as the Chairman of the KHADC Commission on Traditional and Herbal Health Care. For all his achievements and outstanding service he was conferred the Award for Excellence in recognition of Oustanding Service and Exemplary Achievement for 2002 by the North East Chamber of Commerce and Industry.
