Delayed projects in Assam & North Eastern States

The fundamental reason behind delayed projects is not lack of funds. Judicious and proper utilization of the funds can never trigger its shortage

Is the state of Assam which is by far the most productive of all other states in the NorthEast, realy a land of what is called ‘Lahe Lahe’? In the first sight, to a casual visitor, it may not appear to be so in case he/she makes his/her destination buzzing Guwahati city in the state where innumerable sky –scrappers with large shopping malls, business establishments, leading restaurants offering a variety of sumotuous foods ets are lining up across either side of the G.S.Road. But in reality, Assam indeed is a land of lahe lahe. It is aptly so called by a section of critics of the Tarun Gogoi-led government, evidently because here in the state no civil-welfare projects works can be expected to be completed in a reasonable time-line, something which is really unfortunate.

But the crucial question that must be dominating a curios mind is : what exactly are the reasons behind? why pace of works on any project in the state is not faster than we expect? Is it because of the work culture in the government departments being affected with the ruling establishment playing little or no role of a monitor on the progress of its various development projects funded by the Central Government or is it because of its various departments failure to complete them one by one in time and submit the utilization certificates?

Although what is exactly at the root of the problem of the works on these projects moving at a snail’s pace is difficult to fathom, the government is more or less known to have done precious little on this score. That goes without saying. But, no wonder, it has a tendency in it of blaming the slow and tardy implementation of the projects on factors varying from weather conditions, inhospitable and difficult terrain from transport bottleneck to militancy to law and order situation etc.
