The department is dominated by the touts and miscreants connected with illegal appointments and other corrupt practices. The Marxists have their own analysis. They say that the bourgeoisie Government does not want an educated proletariat to rise against them. Hence education department is plan-fully, made a handicapped department. I am not a Marxist. So, I abstain from comments.
