Nagaland inks MoA with Korean company
is interested and willing to setup up industrial processing units in Nagaland and thereby will generate employment to uplift the economy of the state and will also set up a Polytechnic Institute to impart training of various trades, languages for job placement for the Naga youth in Korean companies in India and abroad.
According to the five point MoA between the two parties, the state government agreed in principle to rent/ lease out the unoccupied developed areas and allot the vacant areas of IGC, Ganeshnagar covering an area of 320 acres including all the infrastructure to the investors for setting up of the processing unit and polytechnic institute.
In the MoA, it was agreed that the Government of Nagaland would extend all the support and assistance to CONA in obtaining approval/clearances as required by the individual units. The Agreement states that CONA will set up the Food Processing Unit at the earliest and commission the unit within one year from the date of taking over the physical possession of the infrastructures from the Industries & Commerce Department.
The Agreement specifically says that both the parties should strictly follow the Micro, Small & Medium Enterprise Act 2006 and all the rules framed there under and the State Industrial Policy.
The MoA states that it shall be the responsibility of the Government of Nagaland to maintain the road from Dimapur to IGC, Ganeshnagar, providing power supply and telecommunication requirements, including security, as well as for the development of additional common infrastructure required by the units within the IGC such as water, sewer system, etc. It also agreed that the Government of Nagaland shall not be responsible for the development of facilities for individual units. It was also agreed that a final agreement shall be drawn which shall supercede this MOA with effect from the date of execution of the Agreement.
Meanwhile another MoA was inked between the Nagaland Industrial Development Corporation Limited (NIDC) a government of Nagaland undertaking and the CONA International Ltd, which has its registered office in Anyang City Gwanyang Dong 1385-6 Seoul, Korea in Kohima.
NIDC has developed a Special Economic Zone (SEZ) for Agro and Food processing at Ganeshnagar, Dimapur Nagaland over an area of 50 Hectares with some infrastructure on offer to potential and willing investors.
After the formal approval accorded by the Government of India, Ministry of Commerce and Industry, Department of Commerce (SEZ Section) for setting up of a Sector Specific Special Economic Zone for Agro and Food Processing Sector Ganeshnagar, Dimapur, the CONA International Ltd a consortium of investors expressed willingness to invest in Nagaland in Agro and Food Processing Sector, to generate employment and also to uplift the economy of the state.
The State Cabinet has in its recent meeting, accorded “In Principle Approval” for allowing the facilities of the SEZ at Ganeshnagar to CONA International LTD for setting up of Agro Food Processing Industries within the frame work of SEZ Act 2005.
NIDC and CONA International Limited have entered into a MoA and through this MoA, NIDC agreed in principle to make available all the infrastructures including industrial sheds/plot etc. The terms and condition including the lease agreement shall be worked out only on approval of the units by the Approval Committee as per the “Special Economic Zones Rules 2006.” It was agreed that both the parties shall strictly follow the SEZ Act 2005 and SEZ Rules 2006 and all other Rules and Guidelines that many be framed there under, from time to time.
The MoA states that NIDC must extend all possible help to CONA in obtaining official approval and clearance from the Central Government and also to provide all infrastructure needed for the development, operation and maintenance of the SEZ, permissible as per the special Economic Zones Rules, 2006. It was also agreed that on finalizing the terms and conditions on mutual terms, another agreement will be made with effect from the date of execution of the Agreement.
The MoA was signed, sealed and delivered by Ms. Rose I Jamir, Managing Director, NIDC, for and on behalf of NIDC Nagaland and President, CONA International Ltd Chang-Sun-Moon, for and on behalf of CONA International Ltd.
