Even then GTA was not getting the Presidential nod thereby making GJM unhappy with the state government as well as the Centre. This was to such an extent that GJM President Bimal Gurung announced in a programme that if the GTA is not formed within 27th March,GJM would burn out the GTA agreement draft at Sukna, near Pintail village and again move for the Gorkhaland issue.
To cool down the GJM, Chief Minister Mamata Banerjee met GJM leaders and pursued the issue with Home Minister P Chidambaram for a speedy result. Now GTA has got the legitimacy from the Central government too but the GTA still has miles to go as there are lots of hurdles before it reaches the final destination. The first hurdle is pocket territories of Dooars and Tarai which the GJM wants to be brought under GTA. “We will not agree to election to the GTA unless the issue of the added areas is settled. It is practically impossible to hold election to the GTA until and unless the new areas are added, said Mr. Roshan Giri, General Secretary of GJM. But the high power committee headed by justice Shyamal Kumar Sen formed by the government for examining the inclusion of pocket territories of Dooars and Tarai has not submitted its final report even after the expiry of its mandate and now its tenure has been extended for another six months. The GJM leadership has also complained that the high power committee is not expediting the matter.
This will be yet another acid test for GJM on whether it would remain steadfast for the inclusion of Dooars and Terai or agree to the government conditions. |
So, on one hand, the high power committee is not in a position to submit its report within the given time and on the other hand soon after the presidential assent to GTA, it needs to hold its election within three months according to constitutional provision. So the state government is in a mood to conduct election without new added territories. “There is not bar on conduct of election to the GTA or in completing the process of forming the body till the territory question is resolved. That was agreed upon by all three parties that signed the GTA agreement, Chief Secretary Samar Gosh said at Writers Building. He also said the election process should not take more than three months and the new territories, if added, later would find representation in the body eventually. The election of GTA will also not be conducted by the Election commission of India or State Election Commission. “The Election Commission of India or the State Election Commission has no role in this. The GTA agreement and the Bill clearly state that the election will be conducted by the state government,” he said.
Now a ‘face off’ situation has materialized before the state government and GJM. And again this will be yet another acid test for GJM on whether it would remain steadfast for the inclusion of Dooars and Terai or agree to the government conditions. Political observers believe, the day is not far when GJM settles on GTA sans Dooars and Tarai as the government has already announced the new added territories would find the representation later in GTA. GJM accept this condition when the state government will be ready to nominate GJM members in the interim GTA till the election.
If this happens, GJM will also end up like Ghising which ultimately paved the way for rebel leader Chattray Subba, who has already spent 11 years in jail for the statehood cause, to rise in the political stage of the hills.
