Political tremor was felt in Meghalaya, yet of not a high intensity, as the Meghalaya Democratic Alliance (MDA) Government remains intact, even with the defeat of Martin Danggo, the ruling party National People Party (NPP) candidate in the by-election in the Ranikor constituency in South West Khaki Hills, Martin M. Danggo however had succeed to raise the status of Ranikor into a civil Sub-Division. The irony however was that NPP was defeated by a candidate of the ruling partner, United Democratic Party (UDP) which was considered and regarded as a friendly match.
The Khasi Hills Autonomous District Council (KHADC) will soon table the Khasi Social Custom of Lineage (Amendment) Bill in its upcoming special session after the Consultative Committee submitted its recommendations to the Council on Tuesday.
The report and recommendations of the 17-member Consulative Committee on the Lineage Act was handed over by its chairman Manstudy Nongrem to the KHADC Chief Hispreaching Son Shylla. The Consultative Committee was constituted by the KHADC to make recommendations after an in-depth study of the provisions of the KHAD (Khasi Social Custom of Lineage) Act, 1977, after the KHADC had recalled the amendment Bills. The KHADC is likely to convene the Special Session on October 15, for passing the amendment Bill.
Quoting section 10 of the Khasi Social Custom of Lineage Act, 1997, H.S Shylla said that “Such people who are taking their father’s surnames will also lose their Khasi status and Schedule Tribe status.”
Meanwhile, the Consultative Committee has submitted a seven-point recommendations which are viewed as of great importance as linkages to the draft amendment Bill.
It has recommended that the trading by non-tribal Regulation should be amended in line with the draft Bill to do away with any contradictions that will crop up besides the need to come up with a Clan Bill that will give more teeth to the proposed draft Bill.
Meanwhile the KHADC will also regulate and strengthen the traditional durbar system especially the Dorbar Shnong, to take immediate steps to check the entry of non-tribals and to take up with other district councils so that uniformity in tackling common issues can be achieved.

Villagers irked over non-function of Health Center
The Khasi Student Union South West Khasi Hills (KSUSWKH) of the Nongkynbah Area Unit urged the State Government to speady up the function of the Nongkynbah Health Sub Centre in Nongkenbah Village. The KSU remind that the Health Engineering Wing has already completed the construction of the Health Center in the year 2014.
Nongkenbah Sub center will caters villages including Mawpud, Kenbah, Sarin, Nongpdengkynbah and other adjacent villages nearby. Nongkenbah Area Unit President Gomelson Snaitang demanded from the Health Department as the why it takes 4 years for the function of the Health Center in the area. Till date there is no working staff in the center and even the surrounding of the Health center is covered with wild vegetation Snaitang added.
The KSU also urged MLA of Ranikor Constituency to intervene in this matter for the benefits of the people in the region.
A.L Hek the Health & Family Welfare Minister Government of Meghalaya today officially announced the discontinuity of the Megha Health Insurance Scheme (MHIS). MHIS phase II was stopped from 25th September 2018 but those patients who was hospitalized before the 25th of September will continue to get the benefits Minister A.L Hek said.
The reason for the Government of Meghalaya to stop the MHIS was to concentrate on the existing scheme that is to converge with the Pradhan Mantri Jan Arogya Yojana (PMJAY) or the Ayushman Bhrarat. Ayushman Bharat and MHIS will work in convergence as the Government strives to provide quality service to the people of the State. The Scheme will cover of Rs. 5 lakhs per family. This campaign was carried out by the Health and Education Department which was assisted by Social Welfare Department.
The Minister also talks about the success of Measles Rubella campaign which was launched in the State. The campaign is a onetime activity which aims at reaching out to children from 9 months to 15 years of age. Till date around 1, 88,566 boys and 1, 93,855 girls have been vaccinated across the State. The Minister urged all section of the society to understand the goal of this campaign and come out in getting children vaccinated in order to protect them from many life threatening diseases. The Minister also mentions that the MHIS Phase IV will likely be ready by December 2018.
