The 4th round of Intensified Mission Indradhanush to commence from 8th January
The 4th round of Intensified Mission Indradhanush in the State will commence from 8th January 2018 onwards for seven working days in the State in selected districts namely East Khasi Hills, East Jaintia Hills, West Jaintia Hills, South West Khasi Hills, North Garo Hills, West Garo Hills, South West Garo Hills and only in the urban areas in West Khasi Hills.
According to Shri P.W Ingty IAS Additional Chief Secretary, public awareness is the most important thing for the programme to succeed. He also add the main objectives of the Family Welfare Department is to survey all rural areas of the State and try to bridge the gap and make the Mission a successful one.
This programme is an initiative by The National Health Mission and State Health Department, Meghalaya in collaboration with the Central Government.
The issue of constitutionality and legality of the creation of the CADC
The authority for amending any provision of the Sixth Schedule lies with the Parliament, as such the State Legislative Assembly or any other legislatures do not have any say with regard to the provision of the Sixth Schedule to the Constitution of India. It shall be ascertained how the provision for amendment of the Sixth Schedule to the Constitution of India has been incorporated in the Sixth Schedule itself. Any issue concerning constitution matter shall be analyzed correctly only from the constitutional provision and constitutional direction itself instead of arguing it from other perspectives. It is incorporated in Paragraph 21, sub-paragraph (1) of the Sixth Schedule to the Constitution of India that “Parliament may from time to time by law amend by way of addition, variation or repeal any of the provision of this schedule and when the schedule is so amended, any reference to this schedule in this constitution shall be construed as a reference to such schedule as so amended”. Paragraph 21 subparagraph (2) “No such law as is mentioned in sub-paragraph (1) of this paragraph shall be deemed to be an amendment of this constitution for the purpose of article 368”
The Agriculture Department is set to convert around 40,000 hectares into organic certified land and the process is already in its second or third year in some areas.
While speaking during the celebration of ‘World Soil Day’ P Sampath Kumar, Commissioner and Secretary of the Agriculture Department said that uses of chemical fertiliser had degraded the soil quality which compels the government to push for organic farming since 2014.
Apart from 40,000 hectares, the Government is pushing for another 2 lakh hectares of cultivable for organic farming. In the future the Government is planning to cover the entire state just like Sikkim.
Chief Minister Dr. Mukul Sangma today launched the 1917 Integrated Technology Enabled Agri Management System (1917 iTEAMS) at the New District Agriculture Office Complex, Shillong. iTEAMS is the initiative of the government to enable and facilitate access to remunerative and sustainable markets for farmers’ produce through the implementation and operation of a logistics and extension facilitation service which would help provide remunerative returns to farmers. Meghalaya is the first State in the country to start such initiatives for farmers.
While addressing the function in front of hundreds of farmers from across the State, the Chief Minister said that farmers are the most important section of our society, who is responsible for our food security; hence it is the duty of the government and people as a whole to empower the farmers. Dr. Mukul Sangma congratulates the Agriculture Department who came up with such initiatives to help farmer’s curbs fraud and manipulation by traders. He added that with this initiative farming should be the most sorts out occupation in the state.
Even though the Indian U-17 football team’s World Cup campaign ended when the host nation was humiliated 0-4 by Ghana in their last outing in their group, the eight Manipuri boys who were in the spirited Indian team continued to be in the limelight in their home state.
Joining in the series of felicitation programs held in their honour, Manipur Chief Minister N Biren Singh handed over Rs 5 lakhs to each of the eight players as incentive for bringing the glory to the state.
“To win or loss is part of the game but what really counts is the spirit and performance on the field. Your participation in the historic FIFA World Cup brought glory to our state Manipur. I say this on behalf of the entire population of the state, both hill and valley, we’re really proud of you.” said the former footballer Chief Minister to the eight boys before handing over the cheques.
Even the Manipur Governor, Dr Najma Heptulla felicitated the ‘8 heroes’ as they are being called in Manipur and showered them with gifts and reward shawls.
Interacting with the boys and their guardians who were invited to a high tea, the Governor said that she would do her best to find ways to promote football commercially.
The Governor felt proud that the U-17 team has the team Captain and 7 other players from the State. “It is heartening to see that maximum number of players from a state like Manipur, which is known as the powerhouse of Sports” said the governor and congratulated the parents for supporting their children to play the game despite economic hardships.
This really is happening. The laws of Newton are going to be applicable for the insurgent groups of North Eastern India. It is indeed difficult to believe. But truth certainly is stranger than fiction.
Natural law always prevails. The natural and fundamental duty of a citizen is to protect the country of his or her birth. But just the contrary happened in North Eastern India following spurt of insurgent outfits that inclined to the “unnatural” aspect of harming the nation of their birth, the nation of their forefather’s birth. Naturally, the “unnatural” works of trigger-happy insurgents waging war against their own country India from a foreign land – Myanmar – is now bouncing back on them allowing Newton’s Laws to operate.
Let us analyse the separatist wars indulged in by militants in all the seven states of Northast India in the light of Newton’s laws, but in reverse order to make points clearer.
Every action has an equal and opposite reaction is Newton’s Third law.
Outlaws of North Eastern India, very newsy it may seem are now facing it in their safe havens dotting mountainous Myanmar. So far, they had been carrying out violent operations against India from Myanmar hideouts. Their actions would now invite reactions in equal and opposite measure from Myanmar.
Exactly 330 years ago when Sir Isaac Newton propounded it, he could never even dream it would fit ditto with the gun totting terrorists of Assam, Nagaland, Meghalaya, Manipur, Mizoram and eastern part of Arunachal Pradesh, working out of their safe havens in Myanmar.
We do not really know if the scientific theories are troubling the unscientifically minded terrorists in other parts of the world or not but the militants of North Eastern India certainly are facing the brunt of all the three theories of Newton.
In the brain game of chess, we know what it means to face a checkmate. Unless the militant mates check themselves, they would certainly be checkmated by Myanmar following the signing in of the 19-Point Yangon Declaration. Myanmar has just officially announced it would not allow the Northeast militants to operate from the safe havens in that country.
