The Protection of Manipur People Bill, 2015 which is applicable to the entire state has a provision to establish a Directorate of Registration of Non-Manipur persons and tenants consisting of the Directors and staffs as required. Under this act all Non-Manipur “The idea of demanding ILP is simply politics to take away tribal land, to suppress tribal identities” Mr. H. Mangchinkhup people entering the state will require to register themselves with the authority concerned and this is also applicable to all tenants who are Non- Manipuri. While giving justification for this Act the statement issued by the Government said, “Manipur is one of the hill States in the North-Eastern region of India. Manipur has a geographical area of 22,327 sq km which constitutes 0.7% of the total land surface of India. 90% of the total geographical area of the State, i.e. 20,089 sq km is covered by hills and the remaining area is a small valley covering only 2,238 sq km. According to 2011 Census, the population of the State is 28.56 lakhs approximately. The density of the population of Manipur as per 2011 Census was 128 per sq km against 103 per sq km in 2001 Census.
