it was felt that a meeting in Delhi would be better able to attract the attention not only of the ruling entities but also of the national Press.

This is exactly the mess in which the North East finds itself every time it tries to get closer to the mainstream. Confusion becomes worst confounded and the gap is widened rather than bridged.
