Executive Members (EM) and an ex-Executive Member of NCHAC by militants was finally conducted  in two phases on 26th November and 1st December under tight security and under uneasy circumstances. In view of such pre-poll violence in the district the district administration and security agencies had taken extra measures to counter any untoward incidents during the election and in order to ensure smooth, free, fair and peaceful conduct of Council Election-2007 huge numbers of security personnel were deployed across the district, but interestingly polls remained peaceful and no untoward incidents were reported  and the votes cast in both the phases crossed the 80% mark. The counting of the ballots and results was declared on 4th December and the entire day was a joyful day for the ASDC-BJP supporters as they registered a landslide victory where ASDC won twelve seats and BJP nine seats.

The ASDC-BJP alliance which formed the new government in the Council with Dipolal Hojai as Chief Executive Member, Mayanon Kemprai as Chairman and  Prakanta Warisa, as Chairperson of the United Democratic Alliance all from ASDC took their oath on 7th  December  along with  all the  elected members of different parties. In the oath taking ceremony which was befittingly organized at the Council office premises, Anil Kumar Baruah, Deputy Commissioner had given the oath to the twenty seven newly elected  candidates. After the ceremony Rtd. Lt. Gen. Ajay Singh, Governor of Assam also joined the function where the newly elected members welcomed him. The newly elected ASDC members include- Prakanta Warisa, Mohit Hojai, Dipolal Hojai, Mayanon Kemprai, Golan Daulagupu, Kalijoy Sengyung, Laltlansang Hmar,   Paudamming Nriame, Mohendra Ch. Nunisa, Kur Rongpi Bijoyendra Sengyung, Ntingbambe Newme. The BJP candidates are  - Kulendra Daolagupu, Debojeet Thaosen, Hamjanon Langthasa, Ngmsei Hengna, Bokul Bodo, Nipolal Hojai,   Donpainon Thaosen, Subrata Hoaji and the only woman candidate  Ranu Langthasa. The INC candidates include Samarjit Haflongbar, Lallungngama Nampui  and  Vumkhosei Changson and the independent candidates are  Moril Massa, Igaineing Daime  and Suanthayjen Hrangkhol.  The names for executive member have already been sent to the Governor of Assam for approval.

Out of the twenty eight constituencies in the council, polling was conducted in twenty seven constituencies Due to killing of Darbiektham Hmar the ‘Lower Kharthong’ Congress candidate on 3rd November by militants, the election to the Lower Kharthong constituency was countermanded. Therefore polling was conducted in twenty seven constituencies. The constituencies are – Haflong, Jatinga, Borail, Mahur, Jinam, Hangrum, Laisong, Dautuhaja, Maibang East, Maibang West, Kalachand, Wajao, Hajadisha, Langting, Hatikhali, Diyungmukh, Garampani, Kharthong, Dihangi, Gunjung, Hadingma, Dihamlai, Harangajo, Hamri, Dolong, Diger and Semkhor. In the election, seventy eight candidates had contested out of which ASDC and BJP shared seventeen and ten seats respectively whereas ASDC won twelve seats and BJP won nine seats. The Congress contested in all the twenty seven seats and won only three seats and twenty four candidates were Independent and won three seats. Big losers of congress include G. C. Langthasa from respected Haflong constituency, Depandu Langthasa from Mahur and Kethanon Bathari from Dautohaja constituency. The independent candidate Arun Haflongbar and R. K. Daolagapu lost from Gunjung and Haflong constituencies respectively.

For conducting the election the district was divided into six Civil and Police Zones and 51 Civil and Police Sectors. There were 157 polling stations out of which 59 had been marked as very sensitive, 54- sensitive and 44- comparatively safe. The number of electors was 1, 11,382 (Male - 56, 199, Female - 55, 183). Constituency with the highest electors was 1-Haflong with 16,775 electors. The constituency with the lowest electors was 28 -Semkhor with 1193 electors. Significantly this time, two women candidates had contested.

The election to the NCHAC  was declared once  on 12 June 2007 but just before the election on 4th June  two candidates Purnandu Langthsa, CEM, Nindu Langthasa, EM and Ajit Bodo, ex-EM were killed by underground militants due to which the election was postponed for an indefinite period. Purnandu Langthasa and Nindu Langthasa were the congress candidates from Mahur and Haflong constituencies respectively and both were killed in Langlai Hasnu village 60 kilometers away from Haflong during an election meeting.
